INTERNATIONAL SECURITY PACT
On the Stabilization of Security in Eastern Europe

Preamble

The Parties, guided by the principles of international law and respecting the sovereignty, territorial integrity, and independence of states, and committed to ensuring peaceful coexistence and stable development in the region, taking into account the historical, cultural, and strategic interests of Ukraine and the Russian Federation, and recognizing the necessity of preventing military escalation and security threats, hereby adopt this Pact as the basis for cooperation, mutual trust, and collective security.

Article 1. Objectives and Principles
1.1. Objective of the Pact
The purpose of this Pact is to establish, secure, and maintain a regime of peace and stability in Eastern Europe by:

Guaranteeing the sovereignty, territorial integrity, and independence of all states;
Preventing any threat or use of force in international relations;
Resolving conflicts solely by peaceful means;
Promoting cooperation in security and economic recovery.
1.2. Fundamental Principles

Principle of Sovereignty and Territorial Integrity. Every state has the right to determine its own foreign policy freely.
Principle of Non-Intervention. The Parties undertake not to interfere in the internal affairs of one another.
Principle of Collective Security. Security shall be ensured through joint measures, including monitoring mechanisms, information sharing, and consultative cooperation.
Principle of Prevention of Military Escalation. Any actions capable of provoking military conflict shall be immediately ceased.
Article 2. Principle of Neutrality and the Status of Ukraine
2.1. Ukraine is recognized as a sovereign state with the exclusive right to determine its own foreign policy.
2.2. In order to ensure the security of the Russian Federation, Ukraine agrees to a transitional status of neutrality, which shall entail:

A commitment not to join military alliances or blocs that may be perceived as a threat to the security of the Russian Federation;
The accompaniment of this neutrality by international guarantees and collective security mechanisms coordinated with representatives of the international community.
Article 3. Security Guarantees for the Russian Federation
3.1. The Parties guarantee that the implementation of this Pact shall not undermine the security of the Russian Federation.
3.2. In particular, the Parties commit to:

Refrain from expanding military deployments in the immediate vicinity of the Russian Federation’s borders;
Abstain from conducting provocative military exercises and maneuvers in border areas;
Coordinate actions that could affect the regional balance of power through consultations and information sharing.
Article 4. Demilitarization and Control
4.1. The Parties shall undertake a phased reduction of military activities in disputed and border areas, establishing demilitarized corridors as agreed upon with the international community.
4.2. To monitor the implementation of demilitarization measures, an independent international expert group shall be established, as approved by the Parties, with the mandate to conduct regular monitoring and exchange of information.

Article 5. Dispute Settlement Mechanisms
5.1. All disputes arising from the interpretation or application of this Pact shall be resolved by peaceful means, including negotiations, mediation, and arbitration.
5.2. In the event that a dispute cannot be settled through negotiations, the Parties shall have the right to refer the matter to the International Court of Justice or another duly authorized international body.

Article 6. Economic Cooperation and Recovery
6.1. The Parties recognize the necessity of economic recovery and development in the post-conflict period.
6.2. Accordingly, the Parties agree to:

Develop a phased economic recovery plan, including the reconstruction of infrastructure, the attraction of investments, and the provision of humanitarian assistance;
Coordinate measures for the lifting of sanctions upon fulfillment of obligations related to ensuring security and territorial integrity.
Article 7. Transparency and Information Exchange
7.1. The Parties shall regularly exchange information regarding military activities, planned exercises, and any other measures that could affect regional security.
7.2. For the coordination of such activities, a joint information center shall be established and managed by a neutral international organization (for example, under the auspices of the United Nations or the OSCE).

Article 8. Entry into Force, Review, and Amendments
8.1. This Pact shall enter into force upon its ratification by all participating Parties.
8.2. The Pact may be reviewed or amended by mutual agreement of the Parties to adapt to changing security conditions in the region.
8.3. All amendments or supplements shall be executed in writing and signed by all Parties.

Article 9. Final Provisions
9.1. This Pact is executed in several copies, each of which shall have equal legal force.
9.2. The text of this Pact in the Russian language shall be deemed authentic, and translations into other languages, as mutually agreed upon by the Parties, shall have comparable legal effect.
